Instructions

• 1). Lay your dollar bill flat on a hard surface. Fold 1/2 an inch of the short side of the dollar bill over itself and crease it flat.
  
  
• 2). Flip the dollar bill over. Fold the same side over itself 1/2 an inch and crease it flat.
  
  
• 3). Repeat steps one and two until your dollar bill is completely folded. It will look like an accordion and will be 1/2 an inch wide.
  
  
• 4). Cut a 3-inch piece of ribbon. Tie the ribbon tightly around the middle of the folded dollar bill in a bow.
  
  
• 5). Pull the edges of the dollar bill out to make a circle around the ribbon. Secure the edges together with double-sided tape. The finished product will look like a rippled circle fan with a bow on top.
