Boating regulations in Canada vary considerably for small watercraft. Human-powered boats, for example, are exempt from licensing requirements, and small motor boat operators are required to have proof of competency. If your boat is over 6m in length, it is not considered a small watercraft by law. - Operators of human-powered boats, such as canoes, kayaks and row-boats, are not required to have a boat license. Operators of all other types of boats are required to obtain a Pleasure Craft Operator's Card (PCOC) and carry it with them at all times while they are on the water. To get a PCOC, you must pass a safe boating exam that is accredited by the Canadian Coast Guard.
- Paddleboats, canoes, kayaks, row boats, rowing shells and other human-powered craft are required to have lifejackets for each person on board, a buoyant rope or heaving line that measures a minimum of 15m, a bailer and/or a bilge pump, and a whistle.
If the distance from the water line to the edge of the boat exceeds a height of 0.5m, the craft is required to have a ladder or other reboarding device. If the boat is being operated at night, you are required to have navigation lights on board. If you are operating where there are no visible navigation marks, you are required to have one magnetic compass on board.
In addition to the above requirements, small boats with motors must also carry an anchor or manual propelling device (such as a paddle) and a fire extinguisher on board. - If you are renting a motor-powered boat that you will be operating, a completed safety demonstration checklist from the rental company can substitute for a PCOC. This applies for short-term rentals only. Human-powered boat operators do not require a PCOC or substitute; however, the rental company should be able to provide you with a safety demonstration before you embark on the water.
Before you leave the dock or port with your boat, ensure that the proper safety equipment is on board. Rental companies are obligated to provide this, and it is required regardless of the type of boat you are operating.
