How to Measure Flour - Step One - Begin
For measuring flour, it is important to use a measuring cup made especially for measuring dry ingredients. The cup should be completely clean and dry. First take a spoon to stir the flour in the container to fluff-it-up. Then use that spoon to scoop the flour into the cup. Never use the measuring cup to scoop-out the flour. This would over-pack the cup resulting getting too much flour.

Continue scooping the flour into the measuring cup until it is over flowing.
Once the cup is overflowing, take a knife or another straight edge to level the top.
