    • 1). Loosen the soil to increase oxygen. Work a rototiller or garden spade into the ground, deeper than where the plant roots will sit. Remove rocks and other debris.

    • 2). Plant perennials such as the cedar sage. Cedar mulch and other types of wood chips are not recommended in annual gardens because the soil is cultivated often to plant new flowers.

    • 3). Dig a hole slightly larger than the root mass. Set the plant in the hole and fill in with the removed soil. Tamp down gently to remove air pockets. Water deeply.

    • 4). Spread mulch around each flower. Layer smaller wood chips 1 to 2 inches deep, and larger chips 3 to 4 inches deep. Too much mulch may reduce oxygen levels in the soil. Reapply mulch every few years.

    • 5). Water the flowers sparingly. Cedar mulch reduces the need for watering by as much as 50 percent. the wood chips keep water from evaporating.
