How to Find Congressional Records
- 1). Visit the Congressional Record main page from the GPO Access website, located in the reference section below. From this website, you can find any Congressional Record that's made public.
- 2). Choose how you want to find the Congressional Record you're looking for. You can search by subject or by year, and you can also buy a Congressional Record or sign up for a subscription.
- 3). Type in a phrase, such as "small business loan," if you choose to search by subject. Click "Submit." All the Congressional Records that include those keywords will appear on your screen. Select either "Text" or "PDF" to read the record; you can also read the summary by selecting "Summary."
- 4). If you choose to search by year, choose a year from the drop-down menu. Click "Go." A list of Congressional Records from the year you chose will appear on the screen. Select which one you want to read, and it will appear on your screen once you click it.
- 5). Click the "Buy a Copy" icon if you choose to buy a copy of a congressional record. From here, you can add certain congressional records to your cart or you can order a subscription. Follow the website's directions for entering your contact and payment information.
