Meeting Steven for the First Time

• Meeting Steven Stone involves a lengthy side mission that tasks you with restoring power to the Saffron City magnet train. After defeating Misty in the Cerulean City gym, head to the nearby power plant, where the manager asks you to find a missing machine part. Go back to the Cerulean City gym and find the part hidden in one of the water pools. Return it to the power plant. With the power restored, go to Saffron City and meet the copycat girl in the house by the Pokemon Center. After she asks you to find her missing doll, retrieve the toy from a man in the Vermilion City Pokemon fan club building. Take the doll back to her, and then leave her house. Steven arrives to greet you as soon as you leave the house. He then goes back to the Pewter City museum.
  
  

Defeating Red

• In "Pokemon SoulSilver," you can travel to the Kanto and Johto regions to find different Pokemon and challenge various gym leaders. You cannot go to the Hoenn region, but if you prove your worth to Steven Stone, he gives you a starter Pokemon from that region. To earn this Pokemon, you need to defeat Red, the strongest trainer in the game. Earn all 16 badges in the Kanto and Johto regions, and then speak with Professor Oak, your mentor, to learn Red's location. Go to Mt. Silver and climb to the top to find Red waiting for you. Defeat his team of level 80 Pokemon to earn Steven's respect.
  
  

Getting a Hoenn Starter Pokemon

• Once you knock out Red's powerful Pokemon team, leave Mt. Silver and visit the Pewter City museum. Steven works here, and when you talk to him, he praises you for your victory as a Pokemon trainer. Steven presents three stones to you and asks you to pick a color. Choose the red stone to get Torchic, the blue stone to get Mudkip or the green stone to obtain Treecko.
  
  

Obtaining Latios

• After you get the Hoenn starter Pokemon from Steven, Steven has nothing else to offer you unless you have the Enigma Stone. The Enigma Stone unlocks a legendary steel and dragon-type Pokemon called Latios. Nintendo only awarded players with the Enigma Stone during a brief event in 2010, although you can still get one with a cheat code device, like the Action Replay or GameShark. When you have the Enigma Stone, talk to Steven Stone in the museum. He says that the stone contains the soul of the legendary Latios. Latios flies down from the sky and approaches you when you leave the museum, giving you a chance to add this special Pokemon to your team.
