Overview
On October 1, 2009, the Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS) was established, the first Joint Base in Hampton Roads, as the result of the 2005 Base Realignment and Closure (BRAC) process.
JEBLC-FS is the country’s premier installation for housing and training the nation’s Expeditionary Forces. It is one command with two properties: Joint Expeditionary Base Fort Story (also referred to as Joint Expeditionary Base East) and JEB Little Creek.
The Joint Expeditionary Base is comprised of the former Naval Amphibious Base Little Creek and the Army Post of Fort Story. Together they comprise the crown jewel of America’s military bases. Both installations moved forward under one motto, "Simult Militamus," which translates, "together we serve." JEB Little Creek-Fort Story provides support and services to 144 shore-based resident commands and 18 home ported ships, and consists of nearly 4,000 acres of land with more than seven-and-a-half miles of beachfront training area with 61 piers.

Naval Amphibious Base Little Creek formed in WWII to train sailors in the art of amphibious assault. During the early phases of World War II the base was literally a combination of farmland and swamps. Four bases were constructed on this area-Camp Bradford, Camp Shelton, U.S. Naval Frontier Base, and Amphibious Training Base.
Camps Bradford and Shelton were named for the former owners of the land.
At first Camp Bradford was a training base for Navy Seabees, but in 1943 it was changed into a training center for the crews of LSTs (landing ship tank).
Camp Shelton was an armed guard training center for Blue Jackets serving on board merchant ships as gun crews. At the end of World War II it served as a separation center.
The Frontier Base was the forwarding center for Amphibious Force personnel and equipment destined for the European Theater. The Amphibious Training Base (also known as "Little Creek") was the center for all types of amphibious training and the training of ship's crews for LSM (landing ship medium), LCI (landing craft infantry), and LCU (landing craft utility); LCM (landing craft mechanized), and LCVP (landing craft vehicle, personnel) boat crews were also trained at Little Creek.
After WWII, the four bases were partially inactivated and later were consolidated into the present installation and renamed the Naval Amphibious Base, Little Creek with a commissioning date of August 10, 1945 and in 1946 was designated a permanent base.

Naval Amphibious Base, Little Creek covers approximately 2,120 acres of land. It is sited at the extreme northwest corner of the city of Virginia Beach and extends to the city of Norfolk.
Driving direction to NAB Little Creek from I-95. In Emporia you will exit I-95 (Exit #11) onto Route #58 East (towards Norfolk and Virginia Beach) to Route # 64West (toward Norfolk, Hampton and Richmond) to Northampton Blvd.
exit , Route 13 East, stay on Northampton to the Independence Blvd. exit (Rt.225) and follow signs to the Amphibious Base.
Naval Amphibious Base, Little Creek is located off I-64. Follow I-64 East through the Hampton Roads Bridge-Tunnel into Norfolk. Take the Northampton Blvd exit Rt 13 (east) to Independence Blvd. (Rt 225) and follow the signs to the Amphibious Base.
If you are arriving at Norfolk International Airport, you will find a Navy representative on duty in the airport information booth to assist you. The booth is manned from 8:00 am to 12 midnight seven days a week. As of 2014, JEB Little Creek is noted as having 10,000 military personnel and 1,800 civilians.
Navy, Army, and Marine Corps reserve personnel have use of the training facilities at Naval Amphibious Base Little Creek. Their training is coordinated through the Naval and Marine Corps Reserve Readiness Center at Little Creek. Some 4,500 reservists train here yearly.
More than 130 tenant and/or supported activities live here, most of which are directly involved in amphibious operation.
As of 2009, the base had 14 afloat commands (coastal Patrol Craft and Dock Landing Ships) as well as major shore and training commands, such as (not an inclusive list) the Board of Inspection and Survey, U.S. Armed Forces School of Music, Explosive Ordnance Disposal Group Two, Naval Construction Force, Mobile Diving and Salvage Unit Two, Underwater Construction Team One, Fleet Training Unit, and Expeditionary Warfare Training Group Atlantic.
Temporary Lodging
There are three options for temporary lodging for transferring service members and their families - Visitors Quarters, Navy Lodge or local hotels. Reservations are accepted for all eligible personnel on an as-received basis. Official guests and visitors of the command may stay at the VQ and Navy Lodges. Reservations are to be made and guaranteed by the sponsor. Family members, staying at VQ and Navy Lodges without the military member, are required to show their identification at check-in.
Guests of military personnel may stay at Navy Lodges provided the military member is present at check-in. Reservations and room assignments are made without regard to rank or rate, or time of reservations. You may make advance reservations based on your classification, keep in mind you may receive priority based on PCS orders.
It is highly recommended that you make advance hotel/motel reservations in order to assure you have a place to stay while seeking permanent housing. The approximate cost of a unit at the VQ or Navy Lodge is $45.00 - $80.00 per day. Civilian hotels/motels are available in all price ranges. Many of them exceed the VQ and Navy Lodge especially in the summer months.
There are 7 Visitors Quarters Navy Inns and Suites in the Hampton Roads region. These facilities are available to both single and married service members and offer a variety of rooms: suites, single rooms, rooms with kitchenettes and rooms that are handicap accessible. The Visitor Quarters do not allow pets.

Hampton Roads military families and eligible single service members (with dependents) may live in Private - Public Venture privatized housing areas throughout the region.
Joint Expeditionary Base Little Creek – Fort Story is managed by Lincoln Military Housing and offers (in 2014) 865 privatized homes in 7 separate neighborhoods. The homes are recently constructed or renovated, and the neighborhoods consist of 2 - 5 bedroom homes.
Waiting period for a home is estimated at 1 - 36 months (this time frame constantly changes and to receive the most accurate projection one should contact the HSC).

Unaccompanied Personnel Housing
Unaccompanied Personnel E1-E-4 reporting to Joint Expeditionary Base Little Creek, tenant commands and attached units must report to the HSC Unaccompanied Housing (UH) Front Desk in Building 3606A. HSC personnel will determine and explain eligibility and housing options.
Depending on your assignment status (shore duty, sea duty, student, etc.) and pay grade, your options may include Navy Unaccompanied Housing (UH), housing in the local community or Unaccompanied Public-Private Venture Housing (UH PPV).
Sea and shore duty personnel within pay grades E1-E3 and E4 (with less than four years service) can expect to reside in permanent party UH or UH PPV.
Based on local conditions, 50 to 75 percent of E4 with more than four years of service may be housed in UH.
Students will reside in one of our student housing facilities, more senior personnel are expected to reside in the local community.
Newly reporting officers may be afforded transient berthing for thirty (30) days at any of the 7 Navy Gateway Inns and Suites serving the Hampton Roads region. For reservations call 1-877-NAVY BED.
Unaccompanied personnel considering off-base housing must first contact Naval Station Norfolk Housing Service Center (HSC) before starting an independent housing search. HSC has up-to-date listings of affordable apartments, condos and mobile homes as well as a data base of available houses for rent. Most rental properties require a 6-12 month lease; be sure your lease includes a military clause. There are very few furnished apartments for rent. Exceptional family members (EFM) in categories 4 and 5 are eligible for priority housing with control dates below the freeze zone (top 10% of any waitlist) Other EFM categories and situations are reviewed on a case-by-case basis. Some units are handicap accessible and available upon request. Adjustments may be made as necessary within houses in other areas. All housing is air conditioned. Generators are not part of the standard equipment offered privatized housing.
Non-Government Housing
Hampton Roads has a relatively high cost of living with the price of rentals ranging from $800 - $1500 per month for an apartment, or $800-2150 for a house. Most rental properties require a first and sometimes last months rent for deposit. Many landlords require an additional pet deposit.
Utility costs are also considered to be high – a deposit for new electric service can be as high as $180, and gas service as high as $240. (Source: 2012 HSC Welcome Aboard Letter). Schools
There are no DODDS, public or private schools on any installation in the Hampton Roads region.
The School Liaison Officer is the primary point of contact between the military installation, the local schools and school districts, transitioning families and the community at large. Newcomers and those registering their children for the first time are required by Virginia law to provide proof of immunizations against a number of contagious diseases. Children entering school up to the seventh grade must submit a birth certificate and have had a complete physical examination within the past twelve months.
Children entering kindergarten must be age 5 on or before 30 September of the enrollment year.
No matter where you live in Hampton Roads, you will find excellent schools and specialty programs to serve you. Besides the public school system, private schools, private pre-schools and kindergarten facilities throughout the region provide parents with abundant educational choices. All public schools run a 180 day calendar year, with at least 2 major breaks (Winter & Spring) during the year. Most schools in the area offer before school programs for the elementary students, as well as free/reduced lunch programs, school sports programs, special education classes.
Another option is for the parents to teach their children at home instead of sending them to a public or private school. To home school your child, you can register with the local school district or the Virginia Department of Education. Private School Norfolk/Virginia Beach area is home to more than 200 private schools. Private schools vary widely, from highly structured to self-directed learning environments, to college prep and curriculum strong in artistic expression. Most private schools are church affiliated; however they often accept students of any religious background. Parents should also inquire about scholarships, entrance requirements and waiting lists. Child and Youth Programs (CYP) provide high quality educational and recreational programs for children and youth with teams of caring, knowledgeable professionals to plan developmentally appropriate programs that are responsive to the unique needs, abilities, and interests of children.

This Region provides high quality, developmentally appropriate programs from pre-birth to 18 years of age. The Charette Health Center, Portsmouth (Portsmouth Naval Medical Center) provides a comprehensive range of emergency, outpatient and inpatient health care services to active duty Navy and Marine Corps personnel, their families and the many retired military members in the Hampton Roads area .
There are 7 Branch Health clinics and 3 TRICARE Prime clinics to meet the needs of service members and family members.

Charette Medical Center, Portsmouth has the only military emergency room on the Southside Hampton Roads. The branch health clinics are not equipped to handle life-threatening emergencies. All life-threatening emergencies should be taken to the Charette Health Care Center, Portsmouth, or the nearest civilian facility.
On the peninsula side of Hampton Roads, for emergencies go to the nearest civilian hospital.
Active duty personnel need to remember that they must use military care facilities. If an emergency does arise and an active duty person must use a civilian hospital, TRICARE must be notified at once, or insurance coverage is not assured.

Unaccompanied Personnel E1-E-4 reporting to Joint Expeditionary Base Little Creek, tenant commands and attached units must report to the HSC Unaccompanied Housing (UH) Front Desk in Building 3606A. HSC personnel will determine and explain eligibility and housing options.
Depending on your assignment status (shore duty, sea duty, student, etc.) and pay grade, your options may include Navy Unaccompanied Housing (UH), housing in the local community or Unaccompanied Public-Private Venture Housing (UH PPV).
Sea and shore duty personnel within pay grades E1-E3 and E4 (with less than four years service) can expect to reside in permanent party UH or UH PPV.
Based on local conditions, 50 to 75 percent of E4 with more than four years of service may be housed in UH.
Students will reside in one of our student housing facilities, more senior personnel are expected to reside in the local community.
Newly reporting officers may be afforded transient berthing for thirty (30) days at any of the 7 Navy Gateway Inns and Suites serving the Hampton Roads region. For reservations call 1-877-NAVY BED.
Unaccompanied personnel considering off-base housing must first contact Naval Station Norfolk Housing Service Center (HSC) before starting an independent housing search. HSC has up-to-date listings of affordable apartments, condos and mobile homes as well as a data base of available houses for rent. Most rental properties require a 6-12 month lease; be sure your lease includes a military clause. There are very few furnished apartments for rent. Exceptional family members (EFM) in categories 4 and 5 are eligible for priority housing with control dates below the freeze zone (top 10% of any waitlist) Other EFM categories and situations are reviewed on a case-by-case basis. Some units are handicap accessible and available upon request. Adjustments may be made as necessary within houses in other areas. All housing is air conditioned. Generators are not part of the standard equipment offered privatized housing.
Non-Government Housing
Hampton Roads has a relatively high cost of living with the price of rentals ranging from $800 - $1500 per month for an apartment, or $800-2150 for a house. Most rental properties require a first and sometimes last months rent for deposit. Many landlords require an additional pet deposit.
Utility costs are also considered to be high – a deposit for new electric service can be as high as $180, and gas service as high as $240. (Source: 2012 HSC Welcome Aboard Letter). In some instances, these deposits can be reduced or waived – interested personnel may inquire about the Navy Federal Credit Union utility deposit Guarantee Program at (888) 542-6328.
Schools
There are no DODDS, public or private schools on any installation in the Hampton Roads region.
The School Liaison Officer is the primary point of contact between the military installation, the local schools and school districts, transitioning families and the community at large. Newcomers and those registering their children for the first time are required by Virginia law to provide proof of immunizations against a number of contagious diseases. Children entering school up to the seventh grade must submit a birth certificate and have had a complete physical examination within the past twelve months.
Children entering kindergarten must be age 5 on or before 30 September of the enrollment year.
No matter where you live in Hampton Roads, you will find excellent schools and specialty programs to serve you. Besides the public school system, private schools, private pre-schools and kindergarten facilities throughout the region provide parents with abundant educational choices. All public schools run a 180 day calendar year, with at least 2 major breaks (Winter & Spring) during the year. Most schools in the area offer before school programs for the elementary students, as well as free/reduced lunch programs, school sports programs, special education classes.
Another option is for the parents to teach their children at home instead of sending them to a public or private school. To home school your child, you can register with the local school district or the Virginia Department of Education. Private School Norfolk/Virginia Beach area is home to more than 200 private schools. Private schools vary widely, from highly structured to self-directed learning environments, to college prep and curriculum strong in artistic expression. Most private schools are church affiliated; however they often accept students of any religious background. Parents should also inquire about scholarships, entrance requirements and waiting lists. Child and Youth Programs (CYP) provide high quality educational and recreational programs for children and youth with teams of caring, knowledgeable professionals to plan developmentally appropriate programs that are responsive to the unique needs, abilities, and interests of children.
Childcare Resource and Referral (R&R) will assist you with selecting your child care needs within the Mid-Atlantic Region.
This Region provides high quality, developmentally appropriate programs from pre-birth to 18 years of age. Registration is required for all CYP programs. There is a waiting list for most child care programs. It is strongly urged to place your child's name on the waiting list as soon as possible. Parents who are PCS'ing to Little Creek or expectant mothers are encouraged to place their child's name on the "future needs" waiting list.

Child Development Homes (CDH) - providers care for children in their own homes, on or off base. This type of arrangement offers a home-like, natural environment and more flexibility in the hours of operation to accommodate your work schedule. Child Development Youth (CDY) (includes School-Age Care (SAC)) - offers a wide variety of recreational activities, school-age care, day camps, teen programs and special family events. The CDY's before and after-school programs are currently accrediting with the National After-School Alliance (NAA), and, we are affiliated with the Boys & Girls Club of America (B&GCA). The Charette Health Center, Portsmouth (Portsmouth Naval Medical Center) provides a comprehensive range of emergency, outpatient and inpatient health care services to active duty Navy and Marine Corps personnel, their families and the many retired military members in the Hampton Roads area .

Charette Medical Center, Portsmouth has the only military emergency room on the Southside Hampton Roads. The branch health clinics are not equipped to handle life-threatening emergencies. All life-threatening emergencies should be taken to the Charette Health Care Center, Portsmouth, or the nearest civilian facility.
On the peninsula side of Hampton Roads, for emergencies go to the nearest civilian hospital.
Active duty personnel need to remember that they must use military care facilities. If an emergency does arise and an active duty person must use a civilian hospital, TRICARE must be notified at once, or insurance coverage is not assured.
