You don't know cold water until you feel cold water in Canada. Cold water from the tap in the lower United States averages 58 to 62 degrees Fahrenheit or 14 to 16.5 Celsius. In Canada, cold tap water is around 8 to 10 degrees Celsius or 46 to 50 degrees Fahrenheit. The differences are significant when you are trying to remove stains from clothing. Sunlight Deep Clean Cold Water Powder
One of the newest Sunlight laundry detergent line is Deep Clean which was voted by Canadian Living as the one of the 2011 Best New Products. Sunlight Deep Clean is available in liquid and powder formulas and is formulated to remove heavy duty dirt and body soil. It also promises odor eliminating technology.
Ingredients listed on the package are:

If you visit the Sun Products product ingredient list, you'll also find that Sunlight Deep Clean also includes brightening agents, additional surfactants, perfumes and dyes.
Sunlight Deep Clean Cold Water comes in a 63 load box that is made from 100 percent recycled paperboard of which 35 percent is post-consumer content. It contains a reusable scoop and is phosphate free and all surfactants are biodegradable. Use instructions listed on the box are available in both English and French.

Laundry Recommendations
While I live in the Southern United States and our cold water doesn't even come close to the temperatures of Canada, I do like to use cold water for washing as often as possible to save energy cost. I gave Sunlight Deep Clean Cold Water a try on our regular laundry as well as on stains of grass, ground in dirt and oil. Everything came out stain free and smelling fresh. I was particularly impressed to see oily stains which usually need warm or hot water for optimum removal, disappear in cold water.
The one thing that I do not like about powders is that they are difficult to use as a stain pretreater. I prefer liquid formulas for that use. However, you can make a paste with the powder and a bit of water to pretreat stains.
If you like to use cold water for laundry, I would recommend Sunlight as an effective, heavy-duty detergent.
